as I mentioned earlier, it is with regret that free APIs are becoming a matter of past. WU is now making changes towards making their data paid (for developers), Google Maps now require credit card details, there have been several other APIs over the past 2.5 yrs for which I had to discontinue support.
Well, now Yahoo joins the club… As of Jan 3, 2019, the Yahoo API no requires an API key, which also has limited number of calls. This is going to affect several scripts. One of them being the World Weather block, which purely depends on it and therefore I will delete it today from the block list. Second is for example the Forecast block – however this one offers several other services, all of which are functional at the moment.
As far as I remember, there are no other Yahoo API scripts, but maybe I will find some other ones.

yahoo provide a new API with oauth1, it can be used with some simple adaptation on the block. It is free of charge for use by individuals and non-profit organizations so it may be a solution.
I succesfully got a working forecast from new api easely and quikly. 🙂
